Apart from the technical expertise of the researcher, there are many factors that strengthen the research infrastructure to strengthen this base. All these factors also include the cost of researchers‘ time, equipment and consumables and the cost of research support services.
Lack of funds is a big challenge in research: One Nation-One Subscription Scheme
Tiwari further said that lack of funds in research projects creates many challenges for researchers. To strengthen the validity and credibility of their research, all the institutions have been subscribing to many international research journals separately. Such subscriptions put a lot of pressure on the allocated budget of higher education institutions, the lack of which not only affects research but also the quality of education.
With the aim of dealing with all these problems of the institutions and to provide assistance to the students in quality research, the Central Government has started the One Nation-One Subscription Scheme. The Central Government will spend six thousand crore rupees on this scheme for the next three years. He said that this will make research work and publication of all students, teachers and researchers in government institutions easier.
Will not have to buy expensive journals: One Nation-One Subscription Scheme
In such a situation, One Nation-One Subscription Scheme will prove to be a boon for students, teachers and researchers. Due to this scheme, the culture of research and innovation will be promoted in government universities, colleges, research institutes. The special thing will be that many educational institutions will no longer need to buy expensive international research journals. Due to this scheme, more than 6,300 institutions and 1.8 crore students, teachers and researchers working in them will be able to take advantage of more than 13,000 e-journals.
The scheme will start in 2025
The One Nation-One Subscription Scheme will be started from January 2025. In the first phase, 30 most prestigious international publishers and about 13,000 journals published by them have been included.
According to Tiwari, Indian Institute of Management Mumbai currently has subscription of 6 publishers out of these 30 world famous publishers. Through these, students, teachers and researchers at Indian Institute of Management Mumbai use about 2879 internationally renowned journals and more than 30000 conference proceedings. Apart from this, publications of four more publishers are also available through e-Shodh Sindhu. Students, researchers and teachers of the institute use a total of about 4935 journals.
There will be an increase of 38% in publications: One Nation-One Subscription Scheme
Tiwari says that after the One Nation-One Subscription scheme, the students, teachers and researchers of the institute will be able to use about 13,000 journals of 30 publishers. This facility will not only increase the publications by about 38% but will also promote the culture of research and innovation in the institute. In the current perspective, there will be a reduction of about 18% in the expenditure in the allocated library budget of the institute.
He said that the 10845 institutions participating in NIRF in the country will be able to save many times more. This money can be spent in other development programs or in creating a better research ecosystem. This scheme will increase the number of beneficiary users by 213.6% while the beneficiary institutions will increase by 167.4%. Generally, any beneficiary will be able to use 60% more publications.
